Vulnerable Persons Registry
Emergencies can happen without warning—wildfires, power outages, or evacuations may leave some residents especially at risk. The Vulnerable Persons Registry (VPR) is a list of residents of Kimberley who could benefit from extra care and attention during an emergency. This service is free, voluntary and confidential.
Residents of Kimberley might sign up to the VPR if they have:
- Limited access to internet or technology
- Mobility issues
- Seeing or hearing issues
- Learning disabilities
- Mental health issues
- A need for electricity for medical equipment
If you are in a situation that makes you vulnerable for a limited time, you can still sign up for the VPR. An example might be if you are recovering from an injury or surgery that leaves your mobility limited.
Please note: People who live with 24-hour assistance do not qualify for the VPR.
You will need to provide an address and a phone number to sign up to the VPR.
Why Register?
The VPR helps Kimberley’s emergency services plan and respond more effectively. In the event of an emergency, your information may be shared with authorized responders to help ensure you receive appropriate support. This includes situations like evacuations or extended power outages.
While registration does not guarantee assistance, it helps responders identify those who may need help and prioritize resources accordingly.

All information is kept confidential and used only for emergency response or preparedness planning.
